Belarus is a small country that used to be a part of the USSR, but got its independence. It happened that Belaus as many other exUSSR countries require visa to enter their territory.
Visa process does not seem to be complex and you can apply for visa via post, but it may apply only to certain countries. Belarus Embassy requires that you present your passport that is valid and that you have a hotel booked and ordered some services from Belarus agency. This comes down to requirement of having a tourist voucher and an invitation letter.
It is also more convenient in terms of price to open tourist visa while being at home, but on the other hand you can always get your visa affixed in the Airport upon arrival.
