Dear, President Barack Obama.        & nbsp;        &n bsp;        &nb sp;          12/04/2009
Creating Jobs and The Stimulus Package: Using our Natural Resources.
Subject: Clean Water, contamination of our drinking water, water needed in other states and creating jobs..
I bag your pardon, If you could just read this idea of mine.
We built the railroads, east to the west. Hoover Dam that created Lake Mead, Panama Canal, and this we do not have to give it back.
This American Recovery and Reinvestment Plan. This is a far-reaching and an aggressive plan, that the economy needs, that can help you meet your goals of change.
The need is now and in the future. I firmly believe that this project would put, now millions of people back to work and create taxes that are a short coming. The need of paying off the debit, we now have. The cost is a heavy debt to the United States, but the rewards are even greater. Stating that, the revenue pay back in a workers tax, paid back to the Internal Revenue would be greater than the payout. With million out of work that could be paying taxes, collecting 18 % or more in taxes on their earnings. The only way to collect taxes is to put people to work. This project would put millions back to work. With billions of dollars in pay backs.
Controlling flooding, contamination of drinking water, control waste treatment plants of the overflowing due to flooding. This contamination leads into lakes, streams, rivers, farming, ground water and oceans.
Distribution of water through out our country. Creating Hundreds of Thousands (millions) of Jobs needed across our nation. Constructing a water pipe line, saving us thousands of billions of dollars each year in tax dollars from water damage due to flooding. This cost to us and our Government in disasters is overwhelming. Costing FEMA, State Emergency Funds, Insurance Industries, personal loss and life, sickness and medical cost.
Our taxes in restoring the damage caused by flooding, destroying towns, homes, farms and crops in areas that flood each year and else where. Contamination of our drinking water from sewage waste treatment plants that over flow from all areas as well, without penalty. This has happen in Los Angeles, California, when I lived there.
The winter thaw, will be coming this spring with flooding, also from heavy rain storms. The waste of water and contamination will continue. The cost of repair will grow, unless we can act. Technology is there from the Alaskan Pipe Line as a refer to.
 Reported in 2008
This is what The Alaska Pipe Line can pump in 800 miles of piping. What could we do in several thousand miles of pipe lines. Please think about it.
TAPS Pipeline Reliability Year to date 212,057,438 BBLS. October 2008 100%
Year to Date 99.54%
There were no perorations during the month that affected the reliability cause. Barrels Pumped from Pump Station 1: October 23. 067,430 BBLS**
Average 744,111 BPD ** Year to date 212,057,438 BBLS *
YTD Average 695,270 BPD **
This is how: Please read. I watch C-Span almost every day. President Obama puts a Think Tank together to come up with ideas on how to put people to work. Put people to work and you collect taxes to pay our way out.
1.Building a water pipe line from the Mississippi River, as the main source of water. West to the Pacific Ocean, East to the Atlantic Ocean. North and South. Controlled pumping Stations from both sides of the Mississippi River banks of Illinois and Missouri, Because lower end of Lake Michigan and the use of others areas as well.
2.The water would be cleaned of contamination. Filtering water of unwanted fish, reptiles, living organisms. Control the water contamination by filtration by creating standards in all areas that would pump water into sensitive areas. I believe that unwanted fish, reptiles, living organisms could be ground up and used for fertilizer. Up grading and controlling sewer lines and sewage plants.
3.Using right of ways of railroads that been abandoned and those that are in use. Using Route 66, freeways, dry river beds or what ever is available to build the pipe line to supply water to areas in need of water.. With water rights and emit domain used as others do when needed.
 4. The need of excavation and the leveling of the water pipe line with minimal excavation. Saving us Billions. Areas that need to build underground or above ground is the States choice as to where.
 5. Each State using their own resources of engineers, contractors, general labors to build this pipe line. Creating hundreds of thousands of jobs. Each state, at the same time building with their own company's and people.
 6. Using Electrical Water (Wind) Mills. Water currents powering the water power mills, creating the electricity to pump water from pumping stations and else where.
 7. To buy and sell water from other states as to there needs. Surplus water sold at a regulated price and tax.
8.Create new dikes, dams, Levy%u2019s to support the water level along the Mississippi River. Building new reservoirs or locks to support the Mississippi river. New artificial lakes in areas that there is no water to support new population growth and farming. Using State lands for this type of improvements for reservoirs and lakes.
9.Usage of and maintaining a water level of the Mississippi River and other areas as well.
10.The Mississippi River floods each year, over flowing the banks and destroying dikes, destroying homes, property, and crops. destroying whole towns. Moving whole towns out of the flood planes to higher ground. This Springs thaw is coming. (Pump the water to where needed).
11.During winter freeze in the North, controlling the meltdown in the spring, flooding from heavy rain storms, pumping water were needed. Billions of gallons of water from the run off draining into the Gulf of Mexico and else where.
Past President Bill Clinton, stated at one of his interview about his work in other country's is, that they have the resource, but do not have the means to get it there were needed. We have the same problem. We have the resources but can not get it there.
This is a win, win project. This project will pay for itself and would not take that long to do if each state has a part in the construction, creating new jobs for years to come, with a great pay back.
God Bless you in your change for America.
 Thank you for your time.

I would love to come to the party but I cannot bring myself to list all the charitable things I do just to win a prize just seems to cheapen the whole thing and leave me feeling sort of dirty. So while I see there is no other way I just can't bring myself to do it. have a great party though Papabear.
