Honestly best friend, I can give you no for sure reason for his on/off behavior. I am positive that he must like you otherwise he wouldn't bother calling or texting. I dont neccessaraly think that you should move on completely but definitely dont hold yourself back for him. I think you should...

I totally agree...do whatever you feel. If the perfect first kiss moment arises on a first date seize the opportunity. If you are comfortable having a one night stand and aware of the possible pros and cons, then do it. If not then dont. Basically just know yourself, know what you want and go...
