When has the modern state not been useful to the super-wealthy élites? When has
the modern state not been needed to coercively uphold and maintain the capitalist
order, including the expansion and the globalization of capital?

The modern state has not withered away, because the state is instrumental and
indispensable to the reproduction and extension of private capital.
