BEIRUT, Dec 21 (Reuters) - Shots were fired at a bus carrying Syrian workers in northern Lebanon on Monday, killing one Syrian, security sources said.

The attack occurred a day after Lebanese Prime Minister Saad al-Hariri completed a two-day visit to Damascus for talks with Syrian President Bashar al-Assad.

Lebanon has numerous political parties, but they play a much less significant role in Lebanese politics than they do in most parliamentary democracies. Many of the "parties" are simply lists of candidates endorsed by a prominent national or local figure. Loose coalitions, usually organized locally, are formed for electoral purposes by negotiation among clan leaders and candidates representing various religious communities; such coalitions usually exist only for the election, and rarely form a cohesive bloc in the National Assembly after the election. Until 2005, no single party had ever won more than 12.5 percent of the seats in the National Assembly, and no coalition of parties had won more than 35 percent.

AKU, Oct 5 (Reuters) - A court in Azerbaijan sentenced a group of militant Islamists including two Lebanese men to between 12 and 15 years in jail on Monday for plotting attacks on the Israeli and U.S. embassies in Baku.

A spokesman for the court said the group, also including four Azeris, was linked to Lebanese Shi'ite militant group Hezbollah, Sunni al Qaeda and the security services of Azeri neighbour Iran.

They were accused of plotting attacks in 2008 on the Israeli and U.S. embassies in the oil-producing former Soviet republic and the Qabala radar station in the north. The two Lebanese men were each sentenced to 15 years in prison.

"They (the attacks) were planned for 2008, but special services uncovered the plans and neutralised the criminal group, which was organised by Lebanese citizens," the spokesman said.

Lebanon is a parliamentary democracy within the overall framework of Confessionalism, a form of consociationalism in which the highest offices are proportionately reserved for representatives from certain religious communities. The constitution grants the people the right to change their government. However, from the mid-1970s until the parliamentary elections in 1992, civil war precluded the exercise of political rights. According to the constitution, direct elections must be held for the parliament every 4 years. The last parliamentary election was in 2009 . The Parliament, in turn, elects a President every 6 years to a single term. The President is not eligible for re-election. The last presidential election was in 2008. The president and parliament choose the Prime Minister. Political parties may be formed; most are based on sectarian interests.
