America is one big prison. We have 5% of the world's population and 25% of the world's prison population . We lock people up for life for picking their nose in public. ( Perhaps a slight exageration but on the whole an accurate assessment of the situation.). Part of the problem is we have way too many law enforcement agencies. Like alphabet soup. Check out http://en.wikipedia/index.php?title=special:UserLogin&returnto=category:UnitedStates_federal_law_enforcement . There are 52 PAGES of listed agencies enforcing federal laws. California is not much better off. All this duplication of effort is not cost effective and very confusing to citizens. Often Federal and State laws conflict (mj a good example). So I propose that we cut all law enforcement agencies budgets by 10% each year. I also suggest we cut the work-load 10% each year. The first year we could decriminalize all recreational drug use. Release from prison all those convicted of recreational drug use. The second year we could merge all county sheriff offices with the CHP. The CHP could also take over local law enforcement. The advantage is one set of laws for the whole State. At the federal level, consolidate all these agencies under the FBI and keep cutting busdgets 10% per year. All the money saved could be used to build better schools, libraries, bridges, etc. What do you think?
