Survey Answers
As a guy, I'd have no problem with a woman approaching me (and it
has happened) but I can't speak for all blokes. I guess it's
something you might just have to do to find out. Not easy I
know, however, saying it would surely not be considered bitchy.
Maybe you could try the old eye contact, smile and look
interested and see if he bites. Failing that, approach him and
let it be known, you never know... He might just melt.

You can tell them you love them but you are IN love with them....

If it's your boyfriend you're talking about, he may very well be
wondering if you love him, and he may be wanting to tell you,
too. Telling a guy you love him is hardly a bitchy thing to do;
it's a sweet thing. A woman I know tells me she loves me all the
time, and I think it's sweet, even though I'm not in love with
her (and I'm pretty sure she's not in love with me).
