I have a moral dilemma.  

Do I have an obligation to turn a neighbor into the police for smoking weed?  

 Personally, I think it is not my business whether or not my neighbor smokes weed.  He's not interrupting my life.  But it is an illegal activity, and I am aware it is occurring.  Still, it is a "victimless crime".
