There are two issues here.

1 - The allegedly unsolved dispute between Pakistan and India over Kashmir
and
2 - despite the greatest threat posing a "clear and present danger" to Pakistan is coming from the Taliban, the military still holds fast to keeping almost all of it's troops on the Kashmir border.

A couple of reasonable explanations for this,

a) Pakistani nationalistic pride combined with animosity towards India is keeping their troops along Kashmir even though there has been "relative peace" in that area for almost 20 years now.

b) Pro-extremist Islamic sympathizers have all but taken over the Pakistani military.

c) It could also be that the troops there are just plain old chicken shit.

Should we worry about Pakistani nukes? Hell yes.
