For me, without a doubt, it was Crouching Tiger, Hidden Dragon. A Chinese-language film dubbed in English, it was touching, sensual, at times pretty humorous, romantic, surreal, action packed and poignant. I reveled in watching Jen (played to perfection by Zhang Ziyi) who played a meek princess (but was secretly trained as a warrior), kick some righteous butt at the tavern/inn scene. Certain aspects of what we westerners call "martial arts" are shown true to mythological Chinese form, such as being able to "walk or run on air." Recommended.

If I had to pick one......Eat Drink Man Woman. I have a horrible memory but there was a French movie I absolutely loved. Maybe someone out there saw it. It was about a girl who lived with her grandmother and left to work in the city. She got a job as a waitress in a restaurant where they had only hired men. It was located in an art district and famous people would run in to eat. It was a comedy. GAWD I wish I could remember the name so I could buy the movie.

Crouching Dragon was a fantastic movie but for me it has to be the Brazilian film City of God about the child street gangs of Sao Paulo....in theory i suppose all American movies are foreign for me as well lol

I feel as though I've seen too few foreign movies to make that judgement. A few I've liked a lot, though.
The Sergio Leone spaghetti westerns (if they count) The French horror movie, Inside The Simon Pegg film, Shaun of the Dead (hey, it's foreign over here)
