Not sure what its like there but in Australia ATMS have a daily limit - mostly $1000(Aus) I think. Also, here banks often put a freeze on any account that appears to be getting systematically emptied out particularly when the transactions don't match normal activity for that account holder....

Hmmm... its a hard one. If you're not on good terms with your sister she might take it as an attack if you say something. Also, at the age of 15 your neice isn't going to appreciate you going and "dobbing" on her to her mum.
If it were me I would approach the neice - adult to young adult....
