| Good news for animals |
Dear Supporters:
Five animal welfare and protection victories in 24 hours!
Tuesday and Wednesday were big steps forward for animal protection and animal welfare laws in the state of California. The fact that all five animal issues up for vote within a 24 hour period on April 14th and April 15th obtained the support votes they needed to move forward is an indication of the awareness we have all raised and the animal-caring wave that is sweeping our state and being echoed around the nation.
Legislators and their staff at the Capitol report that they were flooded by public support for all the animal-friendly issues up for votes in committee, and it was your phone calls and the over 1000 letters that SCIL supporters faxed in that helped push these bills onto the next level. Senator Dean Florez's SB 250, The Pet Responsibility Act, Wins Committee Vote
SB 250, The Pet Responsibility Act, sponsored by SCIL, won a 3-1 victory on Wednesday and advanced out of the Senate Local Government Committee.
SB 250 simply requires that dogs be spayed or neutered unless their owner/guardian obtains an unaltered dog license when they license their animal, and that cats be altered if they are allowed to roam neighborhoods.
Author Senate Majority Leader Dean Florez was joined by "Nip/Tuck" actress Kelly Carlson, who spoke about her animal rescue activities and the importance of spay & neuter. General Manager Santa Cruz Animal Control Authority Henry Brzezinski spoke about the success of a similar program over the last decade in Santa Cruz. Stockton Police Deputy Chief Officer Tammie Murrell, Riverside County Chief Veterinarian Dr. Allan Drusys and City of Vallejo Councilmember Stephanie Gomes also spoke in favor of the bill and raised the important issues of public safety, the ethical and moral issues of using euthanasia as a form of population control and the enormous fiscal impact of pet overpopulation.

Assemblymember Pedro Nava's Animal Cruelty Package Wins Committee Vote
Assemblymember Pedro Nava's trio of animal bills (the SCIL co-sponsored AB 241 Responsible Breeder Act of 2009, AB 242 Dogfighting Prevention Act of 2009, AB 243 Animal Abuse Prevention Act of 2009) passed out of the Assembly Committee on Public Safety on Tuesday. The three bills will provide law enforcement with the tools necessary to appropriately punish those that willfully harm companion animals in California.
“I am very pleased about the votes cast on these important policy changes. It is imperative that we take action to prevent further suffering of what many of us consider our family pet,” said Nava. A press release on the bills is here.

Laguna Woods Approves "Landmark" Spay and Neuter Law
Laguna Woods on Wednesday approved a local spay and neuter ordinance. The City Council in front of a large audience of supporters voted 4-1 in approval. Under the ordinance, dogs 6 months and older must be spayed or neutered, and cats cannot run loose in the community unless they are spayed or neutered.
The new ordinance is just one more example of a local community taking measures to protect pets, and another indication of how important spay and neuter laws are at a state level. Congratulations Laguna Woods! An article on the ordinance is here.
