Whoever has ears ought to hear these words.
Then I saw a beast come out of the sea with ten horns and seven heads; on its horns were ten diadems, and on its heads blasphemous name (s).
The beast is a symbol to describe the Roman empire; (the Roman empire saw themselves as a one "World Government". Seven heads means the (seven emperors); Blasphemous names are the divine titles assumed by the emperors. They called themselves God, Divine One.
Domitian, like Antiochus IV Epiphanes , demanded that he be called by divine titles such as "our lord and god" and "Jupiter." (Bible: Read notes on Rev 17:10 /Rev 17:12-14/Daniel 7:8, 11, 25/Rev 11:2).

Notes: As it was in the past it will be in the future for mankind. There will be a one world government. One Head of Government (emperor like).
The sea equals people, did you ever hear the phrase, (and there was a sea of people) used before having nothing to do with Bible prophesy but in just conversations about a great concert or some great event in which a huge amount of people were present.
This one and only "head of the government" will demand to be worshiped and those people without God as their king will do so for not to do so will imply disloyalty and their loyalty will be question. People would be scare to death not to be part of the New World System and fearful of its reprimand. Just like in the days of Hitler. Consequences for those who will not bow and worship this head leader will be same outcome as it was been a Jew in the days of Hitlers-Nazi power. Death, jail, torture name it so it shall be to anyone who challenges the "beast" which is not a person but a "world government" and the head of that government.
We say how is that possible for a world today to go for a "One World Government", well take a good look around the economic side of life today. The American Dollar is no longer the preferred currency in Europe and other nations. Now is another called the "Euro".
For that One World Government to come to life, now is dormant, there has got to be a World catastrophic event, an even where the whole world is in mortal danger. It can be a nuclear war in the middle east, an asteroid coming our way, the collapse of the world banks and economic way of life or massive food deprivation by weather disturbances, drought or anything that will inspire the worlds population of humans to unite. The answer to desperate people will be to go for the desperate measure or solution. Unite so that we will not perish, we shall be as "One".
Here comes the man of perdition. He will due something no man has ever done before and bring about a world rescue sort of. He will solve the middle east conflict, and like magic he will solve anything that is threatening the earth. Since he is visible and humans like to worship visible. he will be chosen to be the leader of the world. But of course he is a fake, his agenda is to be God. He will proclaim himself to be God. For he is Satan himself.
