There were a lot of dangerous cults in Water City. These cults proved to be a threat to society so they had to be dissolved right away. Allen Fin took it upon himself to do the task of destroying disturbers of the peace.
Fin was not a rich man, but he wasn't poor either. He was very capable of doing anything that he set his mind on. Now he had one thing on his mind and that was to create an organization or some kind of group that would battle the forces of evil that came through the gatherings of certain cults.
Fin, who worked in the civil service sector, came into contact with all sorts of people in Water City. Some of these people he liked and others he didn't like. The thought that tickled him was how he was going to use them all to fight for a single purpose no matter what their goals in life were.
