A very short meeting, at La rentree...
Question 1: The association Aude Habitat is given the mission of encouraging the renovation of 10 house facades a year in the centre of Quillan. Grants are being offered of up to 30% of the cost to householders. Aude habitat will be paid 311.25 euros per facade completed. Agreed.
Q 2: Several small parcels of land assumed to be communal property (and used as part of a public footpath) as found to not belong to the commune at all.... it is proposed to 'buy' these parcels of land (some 460sq.metres in total) from the existing 4 owners for the nominal sum of 1 euro a parcel, to allow the footpath to be resurfaced at council expense. Agreed.
Q 3: An exceptional grant of 600 euros was awarded to the Choir of the Boulzanne (l'association de la Choeur de la Boulzanne) to cover their expenses and those of the guest clarinettists, for the concert given on 6th July last at the Espace Cathar. Agreed;
Q 4: Capining La Sapinette: Permission was requested to write off the sum of 224,75 euros, received by cheque last year from one of the campers, whose cheque subsequently bounced. These particular campers are no longer traceable. This is an accounting entry, to allow the accounts for 2007 to be closed and signed off. Agreed.
Q 5: The parcel of land adjacent to te industrial building previously Mecadeq (near Champion supermarket, Plage Sud) has been sold to Aude Precision, with a private 'rent to buy' mortgage arranged via the council ('Credit Bail')
The contract is for 15 years from 1/11/2008, i.e. 180 monthly payments. The first 62 payments will be of 1,000é HT, the subsequent 118 payments will be of 1,600é HT and at the end of the 15 years, Aude Precision will have a right to buy the property at the remainign sum of 37,500€ HT.
It was agreed that Maitre Bernard will formalise contracts. Motion agreed.
Q 6: Insurance policies for the Public Markets: This has gone out to tender with a finishing date of 30/10/2008 for all offers. The selection criteria is: Value of offer 45%/ Costs of offer 35% / technical assistance 20%. The maire was authorised to contine and the CTP committee will meet to discuss offers after closing date.
Q 7: Rental of chalets at the Sapinette: It was agreed to rent chalets at the Sapinette to the organisation CCAS (for use by needy families) for 8 weeks per year - all July and all August - for a duration of 15 years for the sum of 504€ per week, commencing 01/07/09 and finishing 31/08/24. Agreed.
NOTE: with effect from 19/07/2008 M Lejous and Mme Pacareau have withdrawn from the Council (opposition bench) and have been replaced by Mme Maugard and M Humbard.

Thank you - it's just nice to know that someone is reading my blurb....if you ever want to see the full minutes of meetings, I have them at home (but in French, of course!)
