| Council Meeting 29 April - Budgets

|
A full council meeting was held 29th April at 17.30 to agree budgets for 2008.
Each of the proposed budgets were agreed. 'Bullet point' details below: Full details can be seen in my files... call me or email to arrange a suitable viewing time...
1 Assainissement (sewage treatment) expenditure 63,184€ plus investment 593,256€
2 Water expenditure 35,905€, investment 204,900€
3 Camping Le Sapinette expenditure 182,9454 (includes repayment of loan of 72,000€), investment 89,641€
4 Electricity (RMEE) expenses of 2,372,000€ are entirely covered by the resale of electricity, investment (779,363€) is covered by grants. CHarges to council 'budget' therefore nil.
5 Commune budget: expenses 5,731,001€, investment 4,248,311€ deficit met with local taxes (see below)
6 Taxe d'Habitation reduced from 11.80% to 11.58%
Taxe Fonciere Bati (built) reduced from 26.83% to 26.34%
Taxe Fonciere Non-Bati (unbuilt-on land) reduced from 70.72% to 69.42%
Taxe Professionelle reduced from 18.94% to 18.59%
Overall this gives a reduction of 2% on the annual tax bill for householders and will raise 1,865,207€ for the council budget.
7 Subventions (grants) to local associations: budget of 139,100€ agreed incluidng such diverse grants as: 1006€ to the children's home, 6,500€ to the football club 9,274€ for the out-of-hours school club, etc Again, a full list can be seen in my files...
Also agreed at the meeting:
- New statutes for the Community of Communes relating to the organisation of Fetes, the maintenance of Cycle-routes and randoneurs paths, the number of members from each commune on the main comittee.
- The handover of the buildings comprising College Michel Bousquie to the Conseil General (so they have the expenses of maintenance and renewal) with the caveat that if, at any time in the future, it ceases to be a college, the ownership of the buildings will then revert back to the council.
- The creation of new services (electricity, mains water and sewage, street lighting) between Plage Sud and the Pont de Saint Ferriol (10 households affected) This will also provide services for the surrounds to the new Lac St Bertrand, and the new lotissement between the Dechetterie and Laval.
- Auditors coming in to look at how the Taxe Fonciere is allocated. If the council can make economies, following their suggestions, then the council pay the auditors 25% of savings made. If no savings are made, no fee is charged.
- Rehabilitation of the Sewage works in Rue Marides: after going to tender, the job has been allocated to SARL ASS Sales of Carcassonne for a full price of 179,907€ (included in 2008 budget figures)
- The Lake: Further studies costing an estimated 48,116€ need to be undertaken before the Prefecture can sign the final rele4ase document. Unanimous agreement given to the Mayor to proceed.
- 'Retainer' payments for Adjuncts agreed at 21.69% of the maximum allowance of 1015€/month
- Agreement reached on loaning the Wednesday club a minibus to transport children (the under 6's) to the Maison de Retraite for their lunch.
- Payment of subscription (16€) agreed to ADDMD 11 (assoc. departementale de developpement Musique et Danse), and to give a grant of 2,500€. THis is 'repaid' by the concert on 29/04 of the massed choirs (75 voices)
- 2 delegates agreed for Communes Forestieres: Maurice Aragou, Jean-Paul Issenchmidt
- 2 delegates agreed for Conseil Syndical: Maurice Aragou, Alain Bernat
- Agreed on sale of parcel of 52m2 land on Col du Portel for cost of 424€ to Mme Judith Sheraton (strip of land adjoining her plot, no use to council - maintenance costs incurred otehrwise.
- Agreed on the sale of various diverse parcels of the communal Forest.
