| Council Meeting 27 June 2008

The meeting started at 11.00 prompt.
List of 'Arretes' - items agreed between council meetings - read out, and included:
- Old Huntsman factory being leased to SARL Marty Freres on 6-mothyl rolling lease.
- 2 new 5-year savings accounts opened by the accountants, with fixed interest rate (similar to ISA in the UK)
- duties delegated to Adjoints Huguette Dubois and Jean-Louis Rodrigez during the Maire's holiday.
- La Gallerie (re-)given permission to use the pavement in front of the restaurant for tables and chairs
-The pizza van (Square Courtejaire) given permission to put out tables and chairs into 3 parking places (34m2) but not on market days.
Question 1 Election of delegates and deputies for the Senetorail Elections, to be held 21 September. The following were elected as representatives: H Dubois; J-L Rodriguez; J Rigaud; P Casail; R-M Pous; G Audouy; A Bernat; A-M Besnehard; J-P Issenchmidt; J Fernandez; W Roquefort; T Bourrell; M El habchi; I Szymanski and deputies: L Lauze; M Scandolera; C Pibouleau; V Ausina; R Legarde.
Note: only French nationals are allowed to vote in these elections, and only French nationals can be representatives.
Q2 Members elected to the Commission Communale des Impots Directs. List can be seen in my files.
Q3 Grant of 400€ awarded to Team Xplose Car for the organisation of a Tuning weekend.
Q4 An addtional grant of 3,000€ was awarded to USQ to pay for fees associated with the 'play-offs' at the end of the season.
Q5 It was agreed (again) that all sporting events should be exonorated from paying taxes on the events and any profits made for the elngth of this council. This was agreed at the beginning of the last council in 2001 also.
Q6 The fixed fee for providing new gas connections to private houses was agreed: a flat fee of 100€ plus 0.035€ per metre of pipework.
Q7 The accountants were asked to issue a credit note to the Foire at Espezel. They had borrowed some metal barriers from Quillan council of which 2 were not returned, despite repeated requests. After several months of written exchanges, an invoice was issued for the replacement value of the barriers. The barriers were subsequently returned and now a credit note is required to clear the invoice from the books...
Q8 An exceptional grant of 100€ was awared to the sports associatioj 'Les Issards' fore aching the final of the French Championships in the 4 x 60m relay race. The Quillan team came 4th overall.
Q9 Compost bins: It was agreed that 60 compost bins would be made by the staff at Le Parchemin, using re-cycled wood (mostly pallets) and that these would be offered to the inhabitants of Quillan for 9€ each. THis is an attempt to reduce the amount of waste that is collected and treated for each inhabitant - currently an average of 360k per person per year. 30% of this waste could be composted.
Q10 Night Markets: Agreed that thse could be held 3-10-17-24 July and 7-21-28 August (not 14 August - Quillan festival). A grant of 500€ was given towards the cost of the live music and 320€ for a new advertising banner.
Q11 A report on the quality of the water and sewage services was presented to the Council. Each year a report is commissioned for 1st June to ensure drinking complies with all norms. This was the case.
Q12 The number of delegates at the Communite de Communes Aude en Pyrenees was raised from 1 president, 2 vice-presidents and 7 members to 1 president, 3 vice-presidents and 12 members. This will allow each of the 15 member communes to have a delegate on the committee.
Q13 SCI Maths (the owners of Champion) are requ3esting to buy the small parcel of land to the road-side of the new Decor shop, to install an automatic car-wash. This has been agreed provided that allowance is made for the new roundabout that is shortly to be built at that junction.
Q14 It was agreed to re-name the Gymnasium in Quillan le "Gymnase Paul Mullot" in commemoration of the previous mayor, who has recently died. Paul Mullot was mayor of Quillan from 1965 until 1995 and during that time was instrumental in getting many of the new services - and buildings - started or built, including the Gym and Public Pool.
Q15 A minor change was made to the budget details for 2008 involving the changing of a sum for the HLM (council housing project) from one budget to another. No additional sums were approved.
Q16 It was agreed that CCAS/EDF shjould, once again, rent the 18 chalets at the Camping Sapinette for the entirety of the 8 weeks school holidays, and pay for all 'animations' (entertainment). Rent was agreed at 537€ per chalet per week plus a sum of 37€ per week for the entertainment. This sum is paid to the council and if the chalets are subsequently let to holiday-makers, the rent is re-paid to EDF.
There was no other business, the meeting closed at 12.15.
