 Council Meeting 3 February 2009
Meeting started at 20.30... lots of 'arretés' read out by Mr Roc (principal attaché to the Maire)... this happens at the beginning of each council meeting and is a list of the authorisations granted between council meetings (that don't need full council approval). For instance:
  • arrete no 2008-12-951 granted 10 dec gave the Gymnasium permission to buy new basketball baskets;
  • arrete no 2008-12-953 was concerned with the renumbering of parcels of land on the D109 from Quillan turnoff to St Julia du Bec;
  • arretes nos 958 to 971 authorised the occupation of public domain to local cafés, bars and restaurants, at the new charge of 11€/m2. Charges are:
  • Café du Fleuve = 36.5m = 401.50€/annum
  • The Pizza van = 44m = 484€
  • Salon du Thé = 15m = 165€
  • PMU = 36m = 396€
  • La Marée = 18m = 198€
  • Hotel Cartier = 43m = 473€
  • Le Glacier = 56m = 616€
  • Le Palace = 100m = 1100€
  • Le Splendid = 30m = 330€
  • Café de la Gare = 42m = 462€
  • La Galerie = 64m = 704€
  • Le Terminus = 83m = 913€
  • Le Brennus = 53m = 583€
  • Le Capio = 15m = 165€

Note: ALL 27 questions put to the council were agreed unanimously (sometimes after a short debate..) 

Q1: It is proposed to make it possible for French nationals to apply for new ID cards and Passports at the Mairie in Quillan, under the auspices of the Agence Nationale des Titres Sécurisés who will provide the equipment and the necessary training. This will be an additional service to the commune, at no cost. Existing staff will be trained to use the computer and printing equipment.

Q2: The estimated annual cost for the treatment of collected household rubbish was received from SYDOM - syndicate departmental ordures menagers - and  tabled, (1440 tonnes at 156€ tonne = 244.640€/annum) with the motion to allow a monthly standing order payment of 18.720€ to be made 'on account'.  In January 2010 the council will receive an invoice from the SYDOM and an adjusting payment will be made (or received) to close the account for 2009.

Q3: Communal tarifs - modification to 2009 charge.

Fee for the removal of a dead body to the commune of the deceased was originally 8.40€. The law states that the fee should be between 20 and 25€.. sugestion to raise the local charge to 20€.

Q17: Responsibility of maintenance of trees on Departmental routes...
Option 1: The department responsible for pruning/replacing
Option 2: The commune is responsible for pruning but cannot remove or replace trees without the department's authority.
Option 3: The commune takes full responsibility.

Option 1 was proposed to the council as most suitable, and adopted.

Q18: A list of 12 property transactions undertaken in 2008 was presented to the council for ratification. 
6 sales or transfers...
  • land of 173m2 sold to the Conseil Général for the roundabout;
  • land and 3 buildings belonging to the College Michel Bousquié transferred to the Conseil Général,
  • strip of land 53m2 sold to J Sheraton (adjoining her land),
  • land of 453m2 sold to SCI Mathis (Champion) for a car wash;
  • land and industrial building sold (under mortgage) to Aude Precision  (ex Hunstman building)
  • land of 1241m2 sold (for 1 'token' euro) to OPHLM for them to build 10 houses and flats for reduced mobility tenants.
6 purchases/acquisitions:
  • land strip of 47m2 to improve crossroads of D117 with av Aristide Briand
  • land of 8809m2 from SARL Sarrazy - several small parcels already in use by commune
  • Various little plots (from 21m2 to 371m2) on the chelin de Cancilla, to take all the chemin into Commune ownership - making a public footpath
  • land of 9170m2 (non constructible) - next to planned council site
  • Legacy of house and buildings in Avenue de Cancilla by Mlle Chouzenoux (dec'd)
  • land of 1935m2 - just adjoining the PLU and likely to be included in next revision.
Q19: Motion to offer support from the council and commune to la Chambra d'Oc who are applying to UNESCO for the language Occitan to be enscribed as a World Heritage Language.

Q20: USQHV (the rugby club) asked the council to make available a room at the gymnasium to the rugby club so that members can do wweight training... agreed to give free access to the room on the 1st floor of the Gym, mondays, Tuesdays and Thursdays from 1800 to 2000h and Saturdays from 1600 to 1800h. The association agreed to ensure a qualified trainer is there at all times. Agreed for a trial 2 months, then 1 year, renewable twice (thus maximum 3 years 2 months...)

Q21: Budget Communal 2009

a) Agreed to maintain all local taxes (Fonciere bati & non bati, Habitaion, Taxe professional - see Note 1 at the end..) at the same rate as 2008 eg (in order) 26.34%; 69.42%; 11.58%; 18.59%

b) To not take on any new mortgages/debt during 2009. Current endebtedness 1.370.593,83 (397.85 per inhabitant, based on 3455 inhabitants) , by 1/1/2010 this will be reduced to 992.077.64 or 287.97 per inhabitant.

c) the realisation (maturing) and re-investing of investments

Q22: The construction of 15 houses by Aude Habitat - it was agreed to sell (for a token 1€) a strip of land of 665m2 behind the current building works to enable rear access to the houses. Aude Habitat to pay all fees and charges relating to the transfer.

Q23: A further study to be undertaken for the site of the Lake St Bernard, as demanded by the prefecture in Carcassonne.  This study to look at the possible effects of the dam (containing the lake) breaking - what and where would be flooded.

Q24: Huntsman buildings -  part of the buildings to be rented to SARL B Sud who produce monobloc windows and doors (that include the surrounds and sills and are delivered as one item, to be installed in new buildings by crane). SARL B Sud to install - at their own cost - the necessary electrical fittings needed for their work. Property = 1672m2 industrial + 3 offices + parking of 516m2. rent set at 2.418.86€/m+ tax

Q25 Purchase of 2 small strips of land (adjacent to the cemetary) of 112m2 and 206m2 for 6.000€

Q26: Budget of 35.3741€ (from the commune, Conseil Général and  European Bank also contriubuting) agreed for the organisation Coeur de Village to set up training scheme in Building trades

Q27: The sale to SCI Mathis of a parcel of land 523m2 for a new service station (garage)

Note: In M Sarkozy's speech of 5 February, he generously agreed to abolish professional tax from the end of 2010. The problem with this is that it is one of the few taxes that are paid directly to LOCAL government... this generosity on M Sarkozy's part will COST the department of Aude over 50.000.000€ per year in lost revenue - money that will need to be made up (or reduced) from somewhere else in the budget...  currently Tax Professional is 18.59% of rentable value of all businesses in the area...or about an extra 10% to each household!
