I like it when people are not afraid to tell it like it is, good job. My 2 cents:
There are no decent men out there; only some that use decency as a facade to get past a woman's defenses.
The other thing is, think about how much time and money women spend to look good. Hair, face, clothes, etc. When a woman is just hanging in with no plans, sweats and a t-shirt are perfectly acceptable. When heading out, they go through "the process" to get ready. This can take an hour or more, for some. Who are they looking good for - - themselves? Other women? Men, possibly?
Understand that even if the goal is to please herself or make other women slightly envious, the inescapable by-product of having that nice hair, perfume, lipstick, eyes, and face being made up is that men will look at you. If we look for more than two seconds, the fantasy has already begun. This is not by choice, we can't control it any more than women can control their emotions. It's how we work. What is within our ability is to hide what we're thinking, but I'll bet you have already seen that many guys can't even handle that much. If calling us pigs is how women wish to describe the fact that we can't fight our attraction to women, then yeah I can go along with that. We're pigs.
Manipulation sounds bad, but it's what both genders do to get what they want. Some women dangle the carrot of sex to get "things"; some men dangle the carrot of "things" to get sex. Somewhere along the way, a relationship is formed. It's probably been that way since the beginning of time.
Leering at you around the house is a whole different story; it's creepy, and you should talk to your sister to have him straightened out. Easier said than done, given your living arrangment - - you sound slightly trapped. If talking to her about this is not an option, at the very least try to avoid situations around the house involving alcohol (or the like), especially if your sister is not present. This is for both you and any of your friends. Otherwise, you may be inviting trouble.
