It seems to me, very few people here know something about Ukraine, my native country. And those who know consider it the country of the third world. And it is, comparatively to every developed state. There is a long way Ukraine has to pass to become a country where people at least abide by the law.
There are a lot of people who take bribes in my country. Almost everybody does. Though there is a huge number of people who feel indignant about this. But when it's time to give a bribe to some officials they are in the first line saying this is the easiest way to solve the problem.
During my study at the university I've never been persuaded to pay money for exams (luckily). I study well, so I've never had any problems getting grades. You know, I am even proud that I've never given anybody a bribe for my study. But it seems this examinations would be the exception...
We have one lecturer who has never been notable for a serious relation to his work. I mean he could miss lectures, he just didn't come! And if it was once, then there wouldn't be any problem. But he missed almost half lectures! Nobody knows why.
And now we have to pass some kind of test where we'll prove our knowledge of his discipline. All we've got to do is just to learn our summaries by heart and then retell. Nothing difficult. But when one students group came to the exam a week ago, he said "well, this grade costs this much, that grade costs that much. I'm waiting in another lecture room. Come in when you're ready."
And all students had to pay him money whether they knew something or not. There wasn't any choice.
You might wonder what was the discipline this lecturer teachs. It is law!
A teacher of law takes bribes. I think it could happen only in my country.
Ukrainians face this everywhere. Almost every officier, politician, every person who has at least some power takes grafts. If you have money you have everything. This is how it works here.
A sad truth for me.
Recently I've talked to one of my friends from Germany and he was actually surprised to hear about such a scale of bribery in Ukraine. But then he said he took pity on those people who support themselves with bribetaking. In his opinion, when a person makes money in illegal way he always feel guilty for this and that's why can't rest assured. If so, then why do they continue doing this? Usually they earn enough money to provide themselves and their families (if they have ones), much more than enough.
I think the main problem is non-punishability. Instead of watching over the observance of laws our authorities just line their own pockets. And who knows if it'll stop.
