I don't know that smoking is a "right" given by God or protected by our Constitution (sorry for the U.S. bias on that), but I do think that property owners have rights that are protected. It's not the right of the smoker that is being infringed, but the right of the property owner to permit smoking.
If someone does not want to be in a bar that permits smoking, they should not go to that bar. The bar owner can make an informed decision, balancing the economic impact of permitting smoking (and therefore attracting smokers and, of course, losing a significant portion of non-smokers) and proscribing smoking.
The employees put the property owner in a slightly different position, but that, too, can be handled by the market, with eyes open. The employment arrangement can acknowlege the health risk associated with permitting smoking and make economic allowances for it, either in guaranttes for health care or in additional compensation. The market will handle that as employees who care about working in a smoking environment will seek other employment, and those who would prefer the additional compensation will gravitate to the smoking bars. Which would have to be more profitable to pay the additional expense.
Eventually, the market would reach a point where economics would force property owners to abandon the "smoking" bar model. A better way to reach the same result.
