Three words..... GET......A......LAWYER.
I know a man here in Pa who had basically the same thing happen to him. Minus the littering fine that is ( Dont think you have much of a case there ). Long story short he fought the fine and countersued for character assasination and defamation of character on the grounds that he had been mistreated during what should have been a routine traffic stop and several of his co-workers had been witnesses to the excessive use of force the police used to handle the situation. Its a cellphone, not an Uzi and nobody deserves to kiss pavement for trying to call work to tell them they would be late. And if the cop cant tell the difference between a phone and a weapon of some sort, he/she has no business dealing with the public in general.

Focus!!!!! Pick an area based on importance and FINISH that room. And next time you decide to do projects, get an estimate from a licensed contractor even if you plan to do it yourself. You will have time/labor/and cost estimates at the start and in most cases estimates are free of charge. Also dont be afraid to use the internet to look for a "how to" guide. But I cant stress the need to focus enough. More time is wasted when doing home improvements by scattering your efforts across the house. And always start at the top and work your way down. Confucious say: New laminate floor look like crap when you paint ceiling last.

First let me say that I agree with your consternation with the state of our health care system. As far as immigrants are concerned, there are pros and cons. Pro: without the immigrant/alien work force our country wouldnt have a prayer in sustaining and expanding our industrial needs. Con : yes the aliens and immigrants cost the average american quite a bit. And they also on the surface get cut quite a bit of slack in the healthcare/homebuying/tax departments. But as long as the upper echilon is allowed to employ "cheap" labor with little or no penalties this isnt going to change. Hence the saying "Money talks". The rich are gonna keep getting richer at the expense of the middle class, and the middle class also get stuck footing the bill for the welfare recipients ( by no means is this a shot at people who dont have a choice in the matter, but they are few and far between ) and those that claim disability who walk across a parking lot at Wal-mart using a cane and hobbling and upon their exit are walking upright whistling a tune and carrying a PlayStation3 apparantly no longer encumbered by the weight of ill-gotten gains in their wallet. I love America and I love chocolate milk. I'm slightly lactose intollerant so at times both make me wanna puke.

I have to agree with you on the materialistic "needs" of the American people in general. I fall into this category by proxy. I recently bought an HDTV because my old Tv fell victim to my daughters obsession with refrigerator magnets. I also happened to save up for the TV for about 5 months. I easily have enough in the bank to buy quite a few, but I wanted to teach my older sons a lesson in finance management. Like most kids, they are under the impression that money just falls out of my posterior to put it nicely. Through the lesson, they were able to see how you can save money for the future not cut corners and with patience obtain the things that you want without sacrificing the things you need over the long-term. ( I.E.- Grasshopper and the ant )
